What is considered manipulation or gouging in futures trading in regards to oil to gas prices?

Maybe I should of asked what's illegal regarding the above question! In 2008, I asked Congressman Kirk this question and all his office could point at was the the oil producers, completely ignoring futures trading on this commodity!
